民進黨前主席許信良表示，如果「一中框架」是無法避免的話，朝野有必要共同提出一套有利於台灣的「一中框架」。他認為，有利於台灣的「一中框架」就是仿效歐盟、歐洲議會的「中國議會」。

他以「攻則有餘、守則不足」來形容台灣現今的處境，因此，與其被動等待，和中國爭論台灣定位，不如主動出擊，才有可能達到我們想要並能確保台灣國家安全的防線，因為，中國是絕對不可能會接受「一中各表」的。
