學者：除「去識別化」路障 落實實價課稅

一份調查顯示，八成民眾認為房產買賣獲利與稅賦負擔不成比例，五成一贊成全面推動實價課稅，學者建議，內政部現行實價登錄資料「去識別化、去區段化」範圍應再縮小，去除路障，讓房價資訊透明化，才能落實實價課稅。（黃悅嬌報導）

國立台北商業技術學院財稅系教授黃耀輝表示，房價飆漲，主要為金融海嘯後，各國印鈔資金氾濫，遠因則為稅制的不健全，房屋稅、地價稅等持有稅偏低，以台北市兩千萬房產為例，一年房屋稅加地價稅一萬元，還低於一千八百cc汽車牌照稅，不動產持有成本低，導致投資客囤房、囤地；再者，由於未實施實價課稅，不動產交易所得稅較一般所得課稅還低，則造成短進短出炒作現象。

學者指出，內政部實價登錄實施為推動實價課稅奠定基礎，但要具體落實實價課稅，須進一步清除路障。『實價登錄資料在配套完整前，不得做為實價課稅之依據，設了路障，我們認為非常不合理，利益團體壓力，我們認為內政部應將實價登錄去識別化及去區段化縮小。』

對於奢侈稅上路後，房價仍然持續上漲，政策效果遭到質疑，黃耀輝認為，奢侈稅已發揮抑制房價效果，若無奢侈稅，房價至少再漲百分之二十。
