民進黨主席蘇貞昌表示，五年來馬總統做得差，是該罷免，但民進黨認為不是現在。現在外侮當前，是一致對外的時候，若在立法院提出罷免案，時機不宜，但希望馬總統能加強外交，如果馬總統做得好，也許將功抵過。做得不好，那真得罪加一等，屆時民進黨絕對會以人民的期待採取動作。
