有媒體報導稱，菲律賓表示廣大興28號漁船在菲律賓領海作業並關閉航行紀錄器，行政院農業委員會漁業署表示，「廣」船確有裝設航程紀錄器（簡稱VDR），經檢視該船VDR資料，「廣」船從5月4日自屏東縣小琉球出港，至5月11日拖返期間，VDR均開機正常運作，且航跡資料顯示均在我國專屬經濟海域內，並未進入菲律賓領海內。
