外交部長林永樂今天在中常會報告「菲律賓公務船射擊我國籍漁船廣大興28號」事件。據轉述，會中有中常委表示，政府對菲律賓政府是四點嚴正要求，而非最後通牒，就是Ultimatum(哀的美敦書)，因為這在外交上是有重要意義的，外交上最後通牒，之後就是要開戰或是斷絕外交關係。

中常委表示，如果我們媒體這樣報導，外媒就會依照這樣報導撰寫，造成國際上問題。他認為，有些媒體報導錯誤，外交部應澄清，以免造成國際誤解。
