廣大興案爭議時，馬總統跟外賓開玩笑說帛琉的水母比較友善，不會咬人，引發民眾批評他是水母腦總統，沒想到就這麼巧，剛好有民眾寫信給行政院，建議各級學校營養午餐吃水母，以解決水母為患的問題，行政院直接轉給教育部，教育部轉給教育局，上層不先研究把關，害得基層還得開會研究水母能不能列入學校菜單，現在更有立委質疑，這時候提水母，根本是諷刺馬總統。
