今天是立法院本會期的最後一天，國民黨團希望證所稅修正案排入院會三讀，但民進黨團今（31）日強調，「總統必須為錯誤政策道歉、部長下台」，並廢除證所稅。台聯立委許忠信則揚言，若要通過不公平的證所稅，他寧可回家教書。朝野對於修法內容未達共識，目前持續協商，今日能否三讀仍有變數。
民進黨團總召柯建銘認為，民進黨團堅持自己的版本，若要通過行政院版本，證所稅根本可暫緩實施。
民進黨團幹事長潘孟安今日在黨團大會前受訪表示，民進黨態度一致，第一、依照議事規範來；第二、總統必須為錯誤政策道歉、部長下台。
潘孟安強調，當初在野黨與全國人民反對，但馬總統依舊我行我素，甚至限期審查，異於常態地包裹表決，逕付二讀、三讀，結果很多斷頭戶因而血本無歸、家破人亡，難道馬總統不用負政治責任嗎？
潘孟安表示，藍營的版本課稅是指交易10億以上，也就是10億以內不用繳稅，其實政府這樣根本課不到稅。
許忠信認為，藍營的證所稅修法，放過大戶，但中小企業成為被課徵主要對象，造成租稅分配不公平，他當立委不是要造成分配不公平才當立委的，如果要通過不公平的證所稅修法，「我寧可回家教書」。
親民黨團總召李桐豪表示，證所稅修法能否三讀過關，「球在國民黨手上」，而且親民黨曾要求政府應就證所稅草率立法、實施，又草率修法放寬「道歉、懲凶、賠償」，但財政部長張盛和竟說「無歉可道」。他說，政策可以隨便改變，難怪政策會空轉。
國民黨立委林德福則認為，證所稅既然要修，希望朝野有共識，並於最後一次院會就表決通過，讓廣大股民看到希望，否則到了6月底臨時會，朝野協商期滿，還是要表決通過。
立法院長王金平表示，若能儘快讓證所稅三讀，將對市場有穩定作用。
