民進黨主席蘇貞昌即將訪美，行前公布民進黨國防政策，內容稱馬政府冒進推動募兵制，開始對國軍戰力、國防財力形成負面影響。國防部表示，民國92至97年期間，我國因政治因素，役男役期遭到多次的縮減，導致部隊演訓成果及戰力不易維持，需要透過轉型募兵制，招募長役期、意願強、經驗熟的人員從軍，以建立專業化常備部隊。

至於我國防預算未達GDP3%，國防部說，自民國98年起，是以務實、合理的原則編列國防預算，未來如果美方同意重大軍售案，國防部將向行政院申請追加預算或特別預算方式，爭取配賦適足預算，以利建構可恃的戰力。
