日本兵庫縣一名26歲男子平井泰臣，在前天下午早上10點左右，被路人發現躲在一處寬30公分、深50公分的下水道，隨即平井遭警方逮捕。而平井向警方供稱，躲下水道的目的是為了偷窺女路人的內褲。

警方表示，平井承認躲下水道之後，可以透過蓋孔看到女路人的「裙下風光」。由於平井作案的附近剛好有一間女子大學和女子高中，來來往往的女性很多，因此平井才選擇該地犯案。前天有一名女性發現不對勁，隨後報案處理，目前平井已遭移送法辦。
