A自辦十天九夜環島旅行，與其他朋友共20位，以口頭方式達成協議，並於行前每人收取新台幣2,400元作為住宿費的訂金（已繳出）。其後，B因個人因素不參與該次旅行，試問：B是否可以向A要求退還已繳納費用？
