歷史性條約簽訂 視障者有書讀

（法新社摩洛哥馬拉喀什28日電） 與著作權法有關的國際條約今天在摩洛哥馬拉喀什市簽訂，這項期盼已久的條約可望使數億盲人或視覺障礙者能夠閱讀書籍。

經過1個多星期的熱烈討論後，世界智慧財產權組織（World Intellectual Property Organisatio）186個會員國的800名代表達成妥協，以方便將已出版著作翻譯成點字等版式的書籍，進而促進跨國交流。

世界智慧財產權組織秘書長葛里（Franci Gurry）說，經過多年談判達成的條約，讓有利於盲人和視障者的「例外作法能全球化」。

如同保護文學藝術作品伯恩公約（Berne Convention for the Protection of Literary and Artistic Works）所載明，國際法目前規定，若要出版受版權保護的作品，必須取得作者同意並須支付版稅。

葛里說：「這是歷史性條約，可使視障者真正獲益。」

全球約有3億1400萬名視覺障礙者，其中90%住在開發中國家。

每年有數以百萬計的書籍出版，但只有5%是以他們能閱讀的版式呈現。（譯者：中央社張曉雯）
