台商抱OBU資金大逃亡？央行：存款穩定成長，資金未流失

對於外傳台商存放在國際金融業務分行（OBU）存款出現提前逃亡的撤資現象，對此，中央銀行9日表示，經查與事實不符，OBU並未出現資金流失之情況，而全體OBU收受存款餘額呈穩定成長趨勢。

媒體報導，有「台灣反避稅條款」之稱的所得稅法第43條之3、4修正案，日前雖因立委賴士葆攔阻，而退回財政部重議，不過，據央行統計今年5月全體金融機構OBU資產總額驟降至1480.04億美元，不僅跌破1500億美元大關，更較去年同期大幅減少了114.92億美元，顯示「反避稅條款」寒蟬效應已出現，台商存放OBU的存款出現提前逃亡的撤資現象。

不過，對此，央行9日晚間指出，今年5月底，全體OBU資產總額為1480.04億美元，與去年同期比較，減少114.92億美元，惟與4月比較，僅減少3.24億美元。

此外，為配合我國公開發行銀行自2013會計年度開始採用國際會計準則（IFRSs）編製財務報表，央行因此修訂OBU申報報表內容，使得全體OBU今年1月底的資產總額，較去年12月底大幅減少275.24億美元，至1433.82億美元，之後即緩步增加至今年5月底的1480.04億美元，並未出現所稱資金流失的情況。

央行還強調，全體OBU收受存款餘額呈穩定成長趨勢，自去年5月底之399.35億美元，增加至今年5月的467.20億美元，並沒有所謂「台商存放OBU存款，出現提前逃亡的撤資現象」。
