網路速度的問題! (爆ping)

我是外宿生
前天網路壞掉，房東請了中華電信來維修，說線壞掉，換了之後，
好了，但...ping 都會不定時飆高，房東說裝50m 測速我們也都
只有10m ，但我想請問的是就算只有10m 也應該很快才對
是什麼原因導致ping飆高?

絕對不是電腦問題..
1.我這邊有兩台電腦都會這樣都是同時飆高
2.也是不室友亂開東西的問題，今天我已經去把全部室友拔掉，只插我電腦
一樣飆高

所以我很篤定是中華電信的問題，我想請問是什麼原因導致這樣
他們又很愛拖說要星期一再過來看，但我想請問他過來看可以看出什麼
我很怕她過來測速說很正常就走了有神人知道原因嗎?
