審計部揭露　澎湖人事費是自有財源的5倍

【吳家翔／台北報導】審計部今公布「2012年直轄市及縣市政府地方決算審核結果年報」，各縣市的人事費高達4716億餘元，占各縣市自籌財源4252億餘元的110.91%，等於各縣市的自籌財源並不足以應付人事費，其中澎湖縣的人事費竟是自有財源的5.2倍（526.51%），是所有縣市的榜首，台東縣的4.5倍（454.49%）次之，嘉義縣的3.3倍（335.24%）第3。

人事費占自籌財源比率最低的則是金門縣，只有18.02%，新北市的80.76%與台北市的84.6%分居2、3名。審計部在年報中指出，大部分地方政府人事費用負擔居高不下，自籌財源不足以支應人事費支出，施政計畫所需經費都需仰賴中央政府補助，各地方政府開拓財源的能力與成效不彰，亟待改善。
