李克強：中國政府債務處安全可控範圍

大陸國務院總理李克強，今天在世界審計組織第21屆大會開幕式上表示，近年來中國審計機關不斷加強對公共資金、國有資產、領導幹部經濟責任的審計監督。中國政府債務總體上處在安全可控範圍內。

李克強表示，特別是加強對地方政府債務審計，並根據審計揭示的問題，採取一系列加強管理、防控風險的措施。中國中央政府嚴把赤字率，目前赤字率在2.1%，中國會繼續嚴控，中國政府的債務總體上也是處在安全可控範圍內。

他指出，受到多種因素的影響，今年以來，中國經濟從高速增長轉入中高速增長，但在世界範圍內，仍然是較高速度增長，隨著經濟增速的「換擋」，財政很難像過去那樣以兩位數增長，中國必須在轉型升級的過程中提質增效，使財政收入與經濟發展相匹配，把財政赤字和債務規模控制在合理範圍內。

他還說：「這就需要國家審計進一步發揮對財政的監督作用，把好關、查好帳，及時發現風險與隱患，提出警示、告示，督促進行整改，推動財政用好增量，盤活存量，提高效率，從而實現可持續運行。」
