鞠躬道歉　歐晉德：將對受影響者全程退費

【陳如嬌／台北報導】台灣高鐵公司董事長歐晉德下午到立院交通委員會列席說明，他表示，發生跳電造成列車延誤和班次取消，他的心情痛苦也很難過，也很慚愧，在立委林國正的要求下，歐晉德鞠躬致歉並表示，行程受影響的旅客除按規定補償外，也願意從寬認定，除全程退費外，並對上午11時16分至下午1時39分的所有旅客，都願意給1張全程半價的兌換券作為補償。
