所謂的虛擬運營商，即一些擁有資格的企業，透過租賃基礎電信營運商的基礎網路，經營某一類基礎電信業務。

此次中國大陸開放的虛擬運營商業務是移動轉售業務（Mobile virtual network operator，簡稱MVNO），即為行動虛擬網路營運商，中國大陸希望開放該項業務，以引入虛擬營運企業，讓網路利用率提高，且可以讓互聯網企業、電子產品製造商、銷售商都有機會向產業鏈縱向延伸。
