高架八年未驗收 監院糾正基市府

監察院今天指出，基隆市政府94年間辦理「中正高架橋補強及整修工程」，未經詳細評估設計，貿然採行統包方式招標，且邀標書所載工作內容僅及於橋梁上部結構，也未詳載完工後須達解除車行限重的功能與標準。

其次，在履約期間對於變更補強工法的設計，基市府也未能落實審查率予同意備查，且又反覆其詞，終至提付仲裁，致無法達成招標文件驗證要求及確保工程品質意旨；等到工程完工後，基市府竟未經勘驗即自行通車且解除限重，肇致後續究以「新品」或「現況」驗收的契約爭執，耽延迄今遲未完成驗收。

監院表示，基市府以上均有違失，因此依法提案糾正。
