立法院內政委員會今天舉行公聽會，討論是否放寬陸配取得身分證年限，東華大學民族及社工學系教授施正鋒說，保障基本人權並非至高無上，要和國家安全取得平衡，中國大陸是台灣唯一的敵國，當然不能和其他外國相提並論。

施正鋒認為，開放參政權並非無條件，尤其在面臨敵國挑釁時，不得不對敵國外籍人士有通盤考量。震驚美國的波士頓炸彈案，兩名主嫌9歲與15歲就到美國生活，卻仍犯下這麼嚴重的罪刑，何況我國和中國還是敵國。
