監察院調查發現，全國各縣市政府2.5萬公頃被劃為公共設施保留地，歷經數10年未被徵收，137公公頃土地被徵收，卻數10年閒置，主管機關不作為，所造成的民怨及人民的損失，通過糾正內政部及各地方政府。

監委吳豐山、劉玉山、李炳南、洪昭男、洪德旋提案指出，公共設施保留地歷經3、4年未被徵收，土地所有權人權益遭到限制，已造成很大民怨。依都計法，各地方政府都市計畫每5年要檢討1次，但卻一再延宕。
