行政院啟動第2波8項反制措施，國科會從15日起停止與菲律賓合作的5項科研計畫，預估影響我國輸至菲律賓約1千萬台幣的科研補助。國科會副主委牟中原表示，台灣是科技輸出國，從兩國的科技設備、商業效率等層面來看，菲律賓有求於台灣的比較多。

牟中原表示，在跨國科研合作裡，菲律賓及越南算是台灣合作最密切的東南亞國家。15日國科會停止與菲國的5項科研計畫，包括台菲雙邊科技合作研究計畫、菲籍學生來台實習（三明治計畫）、雙方高層科技合作會議、雙邊學術研討會，並中止菲籍人士參加東南亞共同研究暨培訓型國際學術合作交流的權利。
