國防部修法，延長參謀總長役期，不受上將64歲最大服役年齡限制，民進黨立委批評這是萬年總長復活，是「嚴明條款」。國民黨立委林郁方贊成總長延任2到3年的條款，總長任期過短，不利指揮作戰與歷練。
