歐盟：分階段制裁大陸太陽能板

歐洲聯盟貿易執行委員戴胡克(Karel De Gucht)今天(4日)宣布，將對中國大陸進口的太陽能板，分階段課徵反傾銷稅，讓布魯塞爾和北京當局有2個月的時間，以找到解決爭端的途徑，否則屆時將祭出全面的反傾銷措施。

戴胡克在布魯塞爾的記者會上表示，初步將對大陸進口的太陽能板課徵11.8%的稅率，而到8月6日的時候，如果雙方還無法達成和解，稅率將升高到平均47.6%。

歐盟的消息人士今天稍早表示，儘管德國和若干歐盟成員表達反對，歐盟仍將對中國大陸的太陽能板課徵反傾銷稅。

消息人士說說，歐盟執委員會預定在明天(5日)出版制裁的細節，以便可以在6日生效。消息人士說，這是歐盟歷來最果敢的行動，試圖制止大陸的低價傾銷行為。
