制裁敘 法：要迴避安理會很困難

法國外長法畢斯(Laurent Fabius)26日表示，目前尚未決定是否對敘利亞採取軍事行動，但要迴避聯合國安全理事會而這麼做，將是一個很艱困的問題。

法畢斯告訴歐洲第一電台(Europe 1 Radio)，國際法是由聯合國界定，但安理會中有一些理事阻撓採取軍事行動，中國大陸和俄羅斯可能再次阻撓，這是一個問題。

他並且表示，如何回應敘利亞首都大馬士革的毒氣攻擊事件，目前仍然開放所有選項，而唯一不在檯面上的選項就是什麼事都不做。

法畢斯並且重申法國政府25日的評論，敘利亞總統巴夏爾(Bashar al-Assad)的部隊使用化武是毫無疑問的，確實有化武攻擊，巴夏爾政權要負責，因此必須作出回應。

正在敘利亞訪問的聯合國專家小組26日將前往疑似化武攻擊的現場進行調查，不過，法畢斯說，這項行動來得太遲了。
