西班牙、葡萄牙與拉丁美洲國家領袖聚集的「伊比利美洲峰會」將從每年舉行改成每兩年舉行，因為近年來許多領袖都不出席。今年峰會18日起在中美洲國家巴拿馬首都巴拿馬城舉辦，只有一半的領袖參加。（美聯社）
