菲律賓公務船掃射我國漁船，造成我國漁民洪石成不幸身亡，菲國政府至今尚未對我國政府與洪家人正式道歉，調查進度也屢遭菲國刁難，菲國提出要來台灣調查也遭拒絕。日前我國政府公布「廣大興28號」漁船遭菲國掃射照片，屏東地檢署22日透露，洪石成是死於菲國第二波掃射。
台灣漁船「廣大興28號」9日遭菲律賓公務船掃射，導致65歲船員洪石成中彈身亡，引爆台菲關係緊張。媒體報導，菲律賓會向被槍殺台灣漁民洪石成的家屬，賠償超過100萬新台幣，不過基於「一個中國」原則，菲國不會向台灣道歉。
針對漁船案，台菲之間原本打算展開平行調查，菲方調查小組原訂23日來台，但菲律賓對我方提供錄影帶等細節未正面回覆，法務部暫時婉拒。台菲近日進入談判實際司法互助細節階段，攤牌各自提交證據調查清單，台方提出登船驗槍等10項要求，菲律賓則提出11項要求。
但菲方只同意我方調查人員登船、驗槍，沒有正面回覆我方其他要求，雙方協商內容不符合「互惠平等」精神，因此已去函暫時婉拒菲國調查團來台。
台、菲兩國對於調查證據要求，仍有不少地方彼此都尚未達成共識，雙方仍需進一步協商。日前我國公布漁船遭掃射照片，戳破菲國謊言，屏東地檢署22日也表示，洪石成當時躲過菲國第一波掃射後，以為菲船會離開，準備起身探頭查個究竟，不料卻被枉死於菲國第二波掃射攻擊，才遭貫穿船身的子彈擊中身亡。
檢方表示，廣大興28號漁船絕無菲國形容的意圖衝撞才開槍，如果菲國政府能公布當時錄影帶，就可還原當時真相，就怕菲國不公布。
