外交部：廣案菲國違反國際法

外交部27日發布新聞稿指出，「廣大興28號」事件涉案公務船代表菲律賓政府執行公務，其國際錯誤行為得歸責於菲律賓政府，對我國負擔責任。

外交部表示，菲國違反國際法行為包括：避免使用武力原則與武力使用的基本程序、武力使用的「比例原則」、國際法「人道」原則，以及違反國際海事「提供救助的義務」。
