無人機殺平民　白宮竟稱合法

【張翠蘭／綜合外電報導】美軍以反恐之名執行無人機攻擊，頻掀爭議。

國際特赦組織指美國近2年在巴基斯坦發動45次無人機空襲，報告特別點出去年在巴國西北部的兩起攻擊毫無正當性可言，人權觀察組織針對美軍2009年起在葉門的無人機攻擊，批評「美國聲稱襲擊時已採取預防措施，但仍違法擊斃平民。」

白宮發言人卡尼前天回應：「美國反恐行動的目標準確，合法且有成效。」這並非美國首度挨批，聯合國人權調查員愛默生上周指出，據巴基斯坦官方統計，美軍無人機10年來在巴國造成約2200人死亡，其中包括400名平民。
