大統長基食品公司涉嫌生產摻偽、假冒和標示不實的食用油，彰化縣衛生局要求下架回收，並依規定提出回收報告讓衛生稽查員了解實際回收品項和數量，大統只提出概略數據，沒交出詳細的回收通路商名單、品項、數量。

衛生局長葉彥伯今天說，大統回收報告始終交代不清，衛生局採連續處罰，已開罰兩次，每次都是最高額，共計600萬元，前天大統又交來回收報告，衛生局初步審查又是產品品項、數量不詳，將在本月6 日開出第三張罰單，罰鍰300萬元，連同之前罰單又多出1200萬元行政罰鍰。
