研發支出轉列投資 明年納入GDP

主計總處今天(29日)發布最新經濟成長率(GDP)預測，同時對外宣布2014年11月發布GDP 5年修正時，將過去被列入「中間投入」的研發支出，改列入「固定投資」，屆時GDP將會跟著調高。

主計總處29日表示，過去研究發展支出，被認為是企業生產活動的中間投入，因此不能計入GDP；但近年澳洲、加拿大、香港及美國等國紛紛將研發支出改列入投資，相繼發佈新版GDP；台灣也已規劃多年，經今日評審會討論後，將在2014年11月公布GDP 5年修正時列入，預計GDP規模會增加。

以2011年來說，初步預估GDP會因此增加新台幣4,300億元，但因為經濟成長將回溯修正，成長率則增加不多，增加0.01個百分點。

日本預計將在2016年公布、英國2016年，新加坡還在試編階段，南韓則動向不明。
